How are hackers identified and banned?

Hello everyone! I was recently playing Call of Duty: Ghosts TDM with my clan and we were beating the other team pretty badly. The community we play with is small, so pretty much everyone knows each other. One of the members of the other team was a player that consistently accused me of hacking (even though I don't, I just sound whore and use my brain). He thought that I was hacking and that since I was still there playing, that hackers never got banned. So, he decided to activate an aim bot and a wall hack (he even said so) and proceeded to get some ridiculous kills through walls. This went on for another round or two, until I reported him a few times and decided to leave.

 

This player, at least from what I observed playing with him on other matches before this one, does not make regular use of hacks. My question is: If he only used hacks during two or three rounds while I was playing against him then proceeded to deactivate them once I left, will he still be identified as a hacker and consequentially banned?

 

TL;DR: If a player makes use of hacks on only one or two rounds and gets reported for doing so, do they get banned?

 

EDIT: I forgot to mention that for some reason, his prestige icon and level were really bugged. It said that he had 31 days played (almost 800 hours), but that he was still level 39, 2nd prestige. Also, his icon had a weird square image instead of a regular prestige icon. Anyone know what this is?
